I think python-rhsm was updated to support FIPS but looks like it lacks python 2 support: https://bugzilla.redhat.com/show_bug.cgi?id=1551044

It looks like the upstream BZ was fixed and we think this is working. We're actively working on some pulp-smash tests to test this further and will open any issues for any bugs we find.
