Update Pulp to latest GA in Rawhide and include patch for Issue 2527

Description
Rawhide is using Celery4 and currently the Pulp build in Rawhide has broken dependencies. If we don't fix this by the rawhide branch date (Feb 28th) Pulp will be removed due to broken dependencies.
Pulp is being made compatible with both Celery 3.1 and 4.0 with the fix for Issue 2527. Once 2527 is at modified we need to do the following before the 28th.
- Update Pulp in Rawhide to the latest GA release
- Ensure the patch 2527 is applied onto that build even though it isn't released yet. This will effectively resolve the broken dependencies.

This is a downstream release and cannot be associated with an upstream Pulp platform release. This should have been filed in bugzilla, related to the Fedora product and relevant pulp packages as components.

I filed this in the Pulp tracker, but it should have been in the Fedora Bugzilla. In the future I will only use the Pulp tracker for Pulp bugs or features. Since it can't be associated with a Pulp release, I'm going to close it.

I failed to mention that the blocking releationship was preventing its closure, and wasn't sure how to proceed with it, so thanks for getting this reconciled.
