[RFE] Automatically load global configuration for plugins

Currently all plugins have to specify their global configuration file and load it manually. The platform should automatically look for a server/plugin.conf.d/<plugin_id>.ini file and use that for the global plugin configuration.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
