Drop mention-bot maxReviewers to 2

Description
I love mention-bot, but the increase in the amount of github notifications has made it a little bit more difficult to separate the signal from the noise when going through my github notifications. I think that setting maxReviewers to 2 in the mention-bot config might help out a little bit with cutting down on the noise.
Tthe default (which we're currently using) is 3. Dropping this down to 1 reviewer seems too extreme, because it creates the condition that Brian identified as a SPORF (single point of review failure), so I'm thinking that 2 might be just right.
