Earlier this week, our CLI tests were broken due to #8546. We should run the pulp-cli tests against pulp_rpm Set [this line](https://github.com/pulp/pulp_rpm/blob/66ff8fb037c5d645be2666c58461e9687badbd27/template_config.yml#L48) this line to `true` true: https://git.io/JOqL8 and then run the plugin_template (ie `./plugin-template --github pulp_rpm`).
