For one thing, they want us to use this list:
https://spdx.org/licenses/
Per our COPYRIGHT file, that means we need:
GPL-3.0-or-later
It is unclear why pulp_rpm_prerequisites is GPL-3.0-or-later, whereas both pulp_rpm and ansible-pulp are GPL-2.0-or-later
