However it checks if passwords match:

The same output was observed on rhel7
It's also impossible to update user's name:
<pre>
>> pulp-admin auth user create --login new_user --password 654321 --name "Test_user"
User [new_user] successfully created
>> pulp-admin auth user update --login new_user --name "BlaBla"
