Move the pulpcore-plugin package into it's own git repository on GitHub.
Move all plugin writer related documentation into the new pulpcore-plugin repository.
Build the docs nightly using travis and publish them to http://docs.pulpproject.org/en/pulpcore-plugin/
Remove the Plugins page from the pulpcore documentation.
Add a new page to pulpproject.org called 'Pulp 3 Plugins' and put the table with the plugins there.
