This task is Publications are created from repository versions. The REST API needs to do accept an href for publish what https://pulp.plan.io/issues/3074 did for sync. a repository version. The creation of Publisher model in the plugin API needs to be updated to reference a publication will happen at /v3/publishers/<type>/publish/ endpoint provided by plugin writers. repository version.
