Content pre-migration and migration is too slow
Description
On my system, with 8 pulp2 repositories comprised of about 183,000 content units, re-migration takes 15+ minutes which is still not where we would like it to be (a couple of minutes). Content migration and pre-migration is ~87% of the total runtime here.

Pre-migrating the lazy catalog takes up nearly 50% of re-migration time, that would probably be a good place to start.
