Travis currently only emails the commit author if they have write access to the repo but when a cron job fails for example, we need to have Travis notify the entire team or some subset of the team.

One option: Travis has a setting for email notifications[0] we could expose via the template config. However, we don't want to Travis to notify us for forks that are running in Travis[1]. It looks like you can work around this by encrypting the email[2] address.
