Description

As a user, I can create two pulp repositories for Docker (with the Docker distributor), both of them having the same repo-registry-id.

repo-registry-id is similar to relative_url in the yum distributor, and there is code there (distributors/yum/configuration.py:_check_for_relative_path_conflicts) that rejects the creation of a distributor if that relative_url is already being used.
