Many users have expressed a desire to be able to fall back to a read-only mode when Pulp is offline, to simplify upgrades. This is currently difficult/impossible, as clients are handled by a "content app" which requires a database connection at all times.
This complicates Pulp's "high availability" story and is in some respects a regression from Pulp 2.
