Example (containing "#"): https://github.com/pulp/pulpcore/pull/998

Easy solution: Do not bother and hardcode a tag in the ci instead of deriving it from the branch name.

Use constant docker tag name

CI used to fail if the branch name contained characters not allowed in container tags.

fixes #7799 https://pulp.plan.io/issues/7799
