If a user deletes Pulp content from their disk to save space, we need to ensure that the content will be re-downloaded if it is requested.

There was also concern about issues arising if someone changes download policy to on demand and deletes their content to save space. From previous conversations, it sounds like this issue should address that scenario as well.
