Pulp installer should make the the TLS certificate for Pulp's webserver available for download at /certs/webserver.crt and if the installer created a Certificate Authority to sign the the webserver's TLS certificate, that file should be made available at /certs/root.crt.

I said this on IRC, but I'll also state it here for transparency. I don't think we should do this even though previously I did. I don't think it's a very useful feature since the user can SSH into their own box to get the key easily. It also is more secure that way. If users express this would be valuable or others feel strongly about it, I'm ok with that too.
