Distribution Tree (kickstart repo) changes are not reflected in repository after a re-sync

Description

If a Distribution Tree changed (.treeinfo file) since the last sync, pulp does not create a new Distribution Tree instance. As a result the .treeinfo file doesn't get updated in the Repository Version or Publication.

I experienced this problem because I was not updating the build timestamp. This should not occur in real world experiences.
