Publish a list of all IRC channels managed by the pulp team

Description

Currently, we do provide a list of common IRC channels here: https://pulpproject.org/help/#irc. However, I, as a developer, want to know which channel should I use for asking questions related to a specific topic to not spam other channels. It would be better to have somewhere a list of all available IRC channels, for example, in the following format:

  • pulp-rpm - RPM related stuff
  • pulp-meeting - triage
  • pulp-docker - Containers related stuff ...
