docs fail to build for Pulp 2
Description
New version of sphinx is failing to build Pulp 2 docs. Need to update the docs to be compatible with the latest version of sphinx. We fixed a similar problem for pulp 3.

Allow building docs with warnings
A newer version of Sphinx warns about something that used to be ok, but we run Sphinx with "treat warnings as errors" flag. At this stage in Pulp 2's lifecycle, disabling this is fine.
