Description

Currently pulp installer is using conf.d for storing plugin snippets, this folder could not be empty sometimes causing conflicts: https://github.com/pulp/pulp_installer/pull/277#discussion_r416894965

Thanks for filing this. We should make a dedicated folder for nginx like we do for apache for the snippets.
