Describe the issue:

Run the pulp-manage-db script as the apache user:

$ sudo -u apache pulp-manage-db

Restart the pulp services and apache

Next, run pulp-manage-db:

$ sudo -u apache pulp-manage-db

Suggestions for improvement:

Remove the second pulp-manage-db

I don't think we're going to fix this at this point since it's upgrade documentation from three releases ago. I'm going to go ahead and close it (although if people feel differently, feel free to re-open it).
