Description

pulp_cookbook needs to install pulp-smash and some other deps in their pulp-api container, which we already install pytest and some other packages to.

Problem: plugins need to install addtl test deps in the pulp-api container

solution: Copy the env vars from script.sh to before_script.sh, and move the common install commands to script.sh
