Description

In Pulp 2 there is a way to configure global settings in json files.
To my knowledge, importers and distributors can be configured that way. The name reflects an importer/distributor type id.
E.g. for yum_importer it's /etc/pulp/server/plugins.conf.d/yum_importer.json.

In Pulp 3 those settings should not become global, they just need to be used for migrating each importer/distributor. The config parameters defined on the importer itself take precedence.
