pulplift box does not restart pulp-worker@0

Description

Notice how the services that are restarted include pulp-worker@1 pulp-worker@2 instead of pulp-worker@0 pulp-worker@1

$ prestart
systemctl restart pulp-content-app pulp-worker@1 pulp-worker@2 pulp-resource-manager pulp-api

This issue is to change the workers from 1 & 2 to 0 & 1.

I have pulp-worker@1 and pulp-worker@2 on my dev box and the installer seems to also default to having 1 and 2:

@dkliban, so this issue is actually to start the worker numbering from 0 instead of 1? We don't ever start a worker 0 either
