When you have the following scenario:
- A master pulp server
- Multiple pulp servers running as mirrors of the master
- A load balancer to balance between the mirrors
Its difficult to make this work since the metadata is completely different (different timestamps, checksums, filenames) across the different mirrors.

FYI, this also supports the use case of people that want to mirror upstream repos verbatim.
