I tried switching pulp-operator over, and the builds failed because k3s (lightweight Kubernetes) wouldn't start.

I did not investigate why. It's a systemd service.

Due to either changes we made to the pup-operator repo over time, or changes made by k3s, k3s is now installing and working successfully on Ubuntu 18.04.
