As a user, I can reroot Pulp's API to another url than /pulp/api/v3/

Problem

The /pulp/v3/api/ prefix is hard-coded in the pulpcore.constants here

This prevents a Pulp user from ever deploying their Pulp API at a different url path prefix.

Solution

1. Make API_ROOT a setting in settings.py
2. Document the setting
