Description

Using the standard pulp api for uploads, this story is to enable the POST calls to Docker content unit endpoints:

Blobs
Manifests
ManifestLists

Needs Planning:
This design won't work for tags. This work can be done with a separate ticket, but should be planned before marking this story complete.
