We already have one

We have one, but it's only for Pulp2: https://docs.ansible.com/ansible/latest/modules/pulp_repo_module.html

Will it replace the existing one?

No, since the existing one works the new one needs to ship side-by-side it somehow.

Will this be for pulpcore or for plugins or what?

This ticket only tracks a module that adds support for pulpcore. Additional content types need to make/ship their own modules.

How to develop it?

The openAPI schema and/or the python bindings can help produce the asset in an automated way.
