Replace remaining usage of createrepo in pulp_rpm with createrepo_c

Description
Currently, pulp_rpm 2.x depends on both createrepo and createrepo_c.
This works fine if both are installable; however, from Fedora 29 onwards, createrepo_c has obsoleted createrepo. This blocks usage or development of Pulp on Fedora >= 29.
It would be good to port the remaining uses of createrepo over to createrepo_c so that Pulp can be used or developed on recent Fedora.
See also earlier issue https://pulp.plan.io/issues/1917, which was closed (I think) because the issue won't exist in Pulp 3.x. I would be interested in seeing the problem resolved in Pulp 2.x.

After discussion with Ina - Pulp 2.x isn't planning to support Fedora > 28.
The development environment for 2-master branches has also been rolled back to Fedora 28.
Hence, this issue shouldn't be done.
