Description
Pulp3 Ansible installer does not install any content-guard as part of the default installation.
Add cert-guard as part of the Ansible installer.

cert-guards need to be installed the same way as any other pulp plugin and can be added to the example.dev-config.yml in pulplift
Note: untill the cert guard is published to PyPI, a source install will be the only way to install.

Source installation is how QE is currently testing Pulp 3. This can be very helpful if added to Ansible-Installer.

The installer is able to install certguard if configured to do so.
Also pulplift contains these configs so pulplift users can just uncomment them here. Any ansible installer user would do the same, so maybe this link is helpful: https://github.com/pulp/pulplift/blob/master/example.dev-config.yml#L9-L11
