Description

Since installation of pulp in a development environment is crucial and necessary for debugging everything else, I think we should start by making these tests non-blocking so we can quickly make changes if we have to.

Since it can be tricky to debug multiple problems I think we should also be disciplined and not merge unless the tests pass.

For initial implementation, it would be best to just clone pulplift and run vagrant up for 1 box, probably pulp3-source-fedora28 (molecule isn't currently working in f29 https://github.com/ansible/molecule/issues/1724). Some sanity checks would be nice to have, but we could probably start with passing if the installation completes.
