Description

On irc this idea came up. Two ideas to consider:

1. The user could use something like git commit --fixes 1234
2. Or use a commit message template.

We need some way to do both 'closes' and also 're' syntax. See the docs for the syntax examples: https://docs.pulpproject.org/en/3.0/nightly/contributing/git.html#commit-messages

There seems to be a hook to customize the comit message [0].
In the least it can copy a template. Maybe, we can do more.
