Description
The playbook that creates a development environment currently specifies all the roles that are needed, and then pulp3-devel last. However, pulp3-devel cannot be used without them (at least because it requires variables, but also it is almost meaningless to set up a development environment without installing pulp).
Remove the other roles from the dev environment playbook, and specify them in pulp3-devel/meta/main.yml as dependencies. Additionally, add these deps to the README.
