Package python2-solv in pulp repo is not signed and cannot be installed with gpg enabled.
Steps to reproduce:
1) on a clean CentoOS 7 system, configure pulp repo:
cat /etc/yum.repos.d/pulp.repo
[pulp]
name=Pulp Community Release
baseurl=https://repos.fedorapeople.org/repos/pulp/pulp/beta/2.17/$releasever/$basearch
gpgkey=https://repos.fedorapeople.org/repos/pulp/pulp/GPG-RPM-KEY-pulp-2
enabled=1
gpgcheck=1
2) sudo yum -y install python2-solv
3) the package is not signed and will not be installed
4) disable the gpg check for repo and try to install the package again, it will be installed

pcreech has fixed this issue. The package should now be signed.
