Pulp's master builds have been failing for some time. No one has noticed because the job itself still reports green, even though the command that does the building dies.

Nightlies are back working.
Some tooling updates were needed, as well as a jenkins job update and a spec file modification for pulp puppet.

With the update to a newer obal, we also should no longer have false positives for the jobs and they should fail out if the obal command returns a failure status, so this issue shouldn't go unnoticed for so long again.
