It's long been a goal to get pulp to test against pre-release versions of Fedora.
F28 Appears to be as good a release as any to work on this, as there are few potentially breaking changes (Like python-django 2 being added, with python-django 1.x under a different name).
To do such, a F28 image will need to be uploaded to our internal openstack infrastructure so we can deploy templates based off this initial image. This fedora image[0] will need to be uploaded, and currently nodepool will need to be configured to keep it updated.
