Switch Pulp 3 installer to use qpid by default, not rabbitmq

Description
Our largest, most important downstream user has stated that they will use qpid as a broker, not RabbitMQ. This is because the former is a Red Hat product, and the latter isn't. As such, it makes sense for us to deploy and test Pulp 3 using the same broker as them. Unfortunately, the Pulp 3 installer currently installs RabbitMQ, not qpid. Let's fix this. Fixing this issue will allow for greater dev/prod parity.

Yes, please. This should probably be the default behavior for the installer, with the ability to override it for those who would rather not use qpid.

The python qpid client doesn't support python 3[0] so we're switching to qpid proton[1]. The goal is to use qpid by default but we have to get [1] completed first
