Packages are published twice in a repo when synced from CentOS 7 Main repo (http://mirror.centos.org/centos/7/os/x86_64/)

such as at
Packages/3/389-ds-base-1.3.6.1-16.el7.x86_64.rpm
and
Packages/389-ds-base-1.3.6.1-16.el7.x86_64.rpm
