The redmine automation script tries to set a “needsinfo” flag on BZs that have FailedQA and have been fixed by community members. The problem is that the upstream user don't exist in Bugzilla (i.e. they’re community members and not Red Hatters). Thus, the script errors out trying to find the user in BZ which is required to set needsinfo.
After discussion, we decided the best course of action for this scenario is to set "needsinfo" for the downstream community contacts, which are currently Tanya and Patrick.

Fix setting needsinfo for users without BZ accounts
Fixes an issue where bz redmine automation crashes by attempting to set NEEDSINFO for an upstream user without a bugzilla account. Instead, it will set NEEDSINFO for the downstream community contacts, currently Tanya and Patrick.
