In pulp2 the local_store location is hardcoded to /var/lib/pulp. This is very environment specific.
It should be configurable in the server.yaml file [0], with a default of /var/lib/pulp
The path must be an absolute path to a directory.

Should we allow changing this value on an established deployment? I think that might be possible, but we'd have to be careful when constructing paths to files.
