set DJANGO_SETTINGS_MODULE env variable in docs/config.py

Description
The docs builder job currently sets the DJANGO_SETTINGS_MODULE variable here [0].
Those lines should be removed and the value should instead be set in docs/config.py. The value should be set to 'pulp.app.settings' on 2.13-dev and master. The value should be 'pulpcore.app.settings' on 3.0-dev branch of 'pulp' project
When this is done pulp3 can also be added as a whitelisted_branch for the docs-pr job [1]
