The pulp_deb plugin is hopefully going to be included in Pulp 2.14. To do that, it needs to be built into RPMs so that it can be included in the Pulp 2.14 beta, RC, and GA builds. In preparation, we should do a scratch build of the RPMs in the pulp_deb spec file:
