When doing a puppet module install on a consumer, pulp should allow the command to specify an environment into which the module gets installed. ""environments"" are a puppet concept, and the ""puppet module"" tool supports them as a command line option. Deliverables: when initiating a puppet module action on a consumer, an environment can be specified

The consumer agent feature is being removed in pulp 3, and no further enhancements are planned for it in pulp 2.
