Add documentation about PR builder

Description
Our contributor docs don't mention anything about the PR builder jobs that run on each PR submitted. We should a section that informs contributors about this and explains how changes in plugins are tested.

What about adding a new top-level section on this page[0] after "Branching Model" and before "Merging". The test runner is kind of in-between those two steps in contribution. Maybe making it a section on one of those two pages would also be good.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
