For have better understanding of pulp performance, I would like to able to tell what time task spent in waiting state. For that, I need to know when task was received

I think we should call the field created_time and add it here: https://github.com/pulp/pulp/blob/d92a1deada56788bf862b26e61dc9b0a9027e2ff/server/pulp/server/db/model/__init__.py#L498
