Like the RPM plugin, the Puppet plugin supports a setting for repositories called 'remove_missing', which will remove puppet modules from the repository during a sync if they are missing on the remote source. However, pulp-admin doesn't support the flag.
Steps to Reproduce:
1. pulp-admin puppet repo create --help
2. Notice the lack of --remove-missing
Expected results:
