For pulp 2.13 python-celery >= 3.1.12 is required because of the issue #2589.
Celery >= 3.1.18 does not work well with dummy db backend in Django <= 1.7, so the most recent version of celery suited for el6 is 3.1.17.
python-billiard >= 3.3.019 is required by celery 3.1.17. For el7 python-billiard 3.3.0.20 is available in EPEL7 so for el6 3.3.0.20 version should be built.
Pulp spec file is already updated requiring python-celery >= 3.1.17 for any distribution.

Pulp doesn't distribute upstream on EL6 so I think this can be closed as WONTFIX. Please reopen if I'm incorrect and this work needs to be done.
