Add missing target release versions in Redmine and set them to the relevant issues/stories

Description
For the field "Target Release - Docker" versions 2.2.0 and 2.3.0 are not available.
Those releases have their release notes in the docs .
In the release notes there is also a link to the fixed bugs which will show nothing.
To fix this (and probably for other reasons) docker target release should be properly set on the relevant issues and stories.
I think recently only "Platform Release" field was used and "Target Release - Docker" remained unset.

It's a bit of a pain to match up pulp platform releases with plugin versions still, but I'm happy to help anyone that takes this on.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
