Description

When both SSL and a proxy are specified, the PulpHTTPAdapter is not configuring the ProxyPoolManager with the SSL certificates when the scheme is https. This results in an:

SSLError [Errno 2] No such file or directory

and appears in the log as this cryptic error message and http 503 returned by the streamer:

Oct 13 07:12:28 qe-testing-rhel7 pulp_streamer: nectar.downloaders.threaded:ERROR: Skipping requests to cdn.redhat.com due to repeated connection failures: [Errno 2] No such file or directory

Any user with a proxy who also uses client SSL certs to access a repo cannot use the streamer, so I'm suggesting high/high.
